Actions to be taken by employers to bring pass holders (work pass holders and their dependants) from overseas into Singapore

As we resume activities in phases post-Circuit Breaker, there are changes to work pass requirements from 2 June 2020.

All pass holders must obtain MOM’s entry approval before they can enter Singapore. Upon entry, they need to serve a 14-day SHN.

However, those who provide essential services or supplies (e.g. lorry drivers, vegetable or frozen supply truckers) coming from Malaysia by land or sea crossing are exempted from the entry approval and SHN requirements.

Before you can bring pass holders into Singapore, please complete these steps:

1. Ensure you can fulfil the additional responsibilities to bring your work pass holders in. If they have dependants who are not issued any work passes, including Letter of Consent (LOC), they must also fulfil their responsibilities towards their dependants. Please note there are changes to the SHN requirements from 17 June 2020, 2359 hours.

2. Request for MOM’s entry approval.

Use our entry approval calculator to plan when to submit your request.

Applications submitted:

  • By 12pm: Will receive the outcome on the same day.
  • After 12pm: Will receive the outcome the next day.

What is the difference between leave of absence (LOA) and stay-home notice (SHN)?

People on LOA are still allowed to leave their residences for daily necessities or urgent matters as they are assessed to be of lower risk. However, they should minimise time spent in public and contact with others.

Those on SHN are not allowed to leave their residence during the entire 14-day period.

What is the difference between being issued a Quarantine Order (QO) and being under a Leave of Absence (LOA)?

There is a difference between LOA and a Quarantine Order (QO).

A QO is a directive issued to individuals under the Infectious Diseases Act and thus have legal force with severe penalties for non-compliance. It is far more stringent than a LOA.

A Quarantine Order (QO) is issued to quarantine or isolate an individual who is, or is suspected to be, a carrier or contact of an infectious disease. This is with the aim of limiting the spread of the virus in the community. It is a legal order under the Infectious Diseases Act, with severe penalties for non-compliance. Quarantine usually occurs in the home but can also be served in dedicated Government Quarantine Facilities (GQFs) or hospitals, should the individual not have suitable accommodation in Singapore.

An LOA is a precautionary measure. We urge those who are on LOA to be socially responsible and comply with the LOA, to prevent possible transmissions of infections.

In view of the novel coronavirus (2019-nCoV) situation, can organisations collect, use and disclose personal data (including NRIC/FIN/passport numbers) of visitors to premises for the purposes of contact tracing and other response measures in the event of a 2019-nCoV case?

Organisations may collect personal data of visitors to premises for purposes of contact tracing and other response measures in the event of an emergency. In the event of a 2019-nCoV case, personal data can be collected, used and disclosed without consent to carry out contact tracing and other response measures, pursuant to sections 1(b) of the Second, Third and Fourth Schedules to the PDPA, as this is necessary to respond to an emergency that threatens the life, health or safety of other individuals.

As organisations may require NRIC/FIN/passport numbers to accurately identify individuals in the event of a 2019-nCoV case, organisations may collect visitors’ NRIC, FIN or passport numbers for this purpose.
