Tripartite Advisory on Provision of Rest Areas for Outsourced Workers

SNEF has been working closely with our tripartite partners to help employers adopt responsible employment practices through the formulation of tripartite guidelines, advisories and standards.

The Tripartite Advisory on Provision of Rest Areas for Outsourced Workers was released on 9 Dec 2019. The advisory aims to ensure that outsourced workers have access to proper and reasonable rest areas for their well-being. Services buyers can benefit from well-rested workers who would be more productive.

Service buyers are encouraged to consider these recommendations for the provision of proper and reasonable rest areas :

– Provide sheltered, adequately ventilated and lit areas that are safe, clean and accessible to workers
– If it is not practicable to provide designated rest areas, minimally ensure there are means to safekeep their belongings and have access to water for drinking
– Take proactive steps to engage service providers, workers and relevant stakeholders on the provision of rest areas
– Inform workers on their access to designated rest areas in or near their work premises and ensure a common understanding for shared rest areas
– Clarify expectations and agree on the use and general upkeep of rest areas with the service providers
– Ensure that rest areas comply with building and fire safety requirements
– Engage property owners on the provision of rest areas in cases where the service buyers are not property owners
