Enterprise Workforce Transformation Package
Background
The Enterprise Workforce Transformation Package (EWTP), introduced by the Ministry of Manpower (MOM) and Skills and Workforce Development Agency (SWDA) in collaboration with the Ministry of Trade and Industry (MTI), Ministry of Education (MOE) and Enterprise Singapore (EnterpriseSG), aims to assist companies in aligning their workforce capabilities with business goals and increasing productivity.
As the appointed Anchor Programme Partner, the Singapore National Employers Federation (SNEF) offers a holistic, one-stop solution for companies embarking on workforce and business transformation, providing guidance, support, and complimentary enterprise diagnostics throughout their transformation journey.
The EWTP comprises three key measures:
a. SkillsFuture Workforce Development Grant (WDG) to provide holistic support to companies on workforce transformation through a single application channel;
b. Enhanced funding support under SkillsFuture Workforce Development Grant (Job Redesign+) (WDG(JR+))
c. Redesigned SkillsFuture Enterprise Credit (SFEC) to encourage companies to undertake workforce transformation
Business Advisory
SNEF offers a holistic one-stop solution for companies embarking on business and workforce transformation.
SNEF business advisors will assist companies in transforming their workforce by reviewing their processes and job roles to ensure alignment with their business goals and strategies. Using enterprise and human capital diagnostics, the advisors will:
- Evaluate organisational capabilities and identify business and manpower gaps.
- Recommend appropriate workforce solutions, including strategic workforce planning, job redesign, reskilling, and capability building initiatives and onboard companies to programmes such as SWDA’s Career Conversion Programmes and SSG’s supported training.
SkillsFuture Workforce Development Grant
The SkillsFuture Workforce Development Grant (WDG) offers holistic support to companies on workforce transformation by bringing together existing workforce transformation schemes under Workforce Singapore and SkillsFuture Singapore. Within the WDG, the Workforce Development Grant (Job Redesign+) or WDG(JR+) funds companies up to 70% capped at $150,000 for workforce consultancy, adoption of workforce tech solutions and capability building. WDG(JR+) encourages and supports employers to develop their workforce as they transform their business.
Eligibility Criteria and Funding Support
Pre-approved Panel of Consultants
A panel of pre-approved consultants for WDG(JR+) will provide workforce consultancy to enable enterprises to undertake comprehensive workforce transformation.

Workforce Transformation through Job Redesign
Job redesign supports workforce transformation by reviewing and restructuring roles to align with new technology, emerging skills and business objectives. It enhances employee satisfaction through job enhancements and development of new skills. Through job redesign, organisations are able to adapt to market changes and retain talent.
