1 The Singapore National Employers Federation (SNEF) elected a new Council for the 2026-2028 term at its 46th Annual General Meeting (AGM). The newly elected Council subsequently elected Mr Kuah Boon Wee, Director of MTQ Corporation Ltd, as President of SNEF for the new term. Having served on the SNEF Council since 2015 and as Vice-President since 2024, Mr Kuah has played an active role in representing employers in tripartite discussions on industrial relations and manpower issues, including the latest review of the Employment Act.
2 The 19-member Council brings together senior business leaders from a broad cross-section of industries, including banking, manufacturing, professional services, logistics, hospitality, engineering, energy and technology. Three new members, Ms Adeline Sim, Mr Bennett Neo and Mr Bernard Lim, were elected to the Council. They will bring diverse experiences and fresh perspectives to help the SNEF Council better represent employers at national policy forums and help to forge consensus amongst employers on employment policies and laws. A full list of Council members is provided in Annex.
Championing employers’ interests in a changing world
3 As the employers’ representative, SNEF works closely with the Government and the Labour Movement to shape practical workforce and workplace policies that promote industrial harmony, enhance business competitiveness and sustain inclusive growth.
4 The new Council takes office at a time when businesses are navigating geopolitical uncertainty, technological disruption, demographic change and evolving workforce expectations. Over the next two years, the Council will continue advocating employers’ perspectives in national manpower discussions, strengthening tripartite partnership as a cornerstone of Singapore’s economic success, and supporting employers in adapting to a rapidly changing operating environment.
5 Mr Kuah Boon Wee said: “Having served on the SNEF Council since 2015, I have had the opportunity to engage employers and HR professionals across different industries and gain a deeper understanding of the challenges they face.
6 Today, businesses are navigating economic uncertainty, rapid technological change, demographic shifts and evolving workforce expectations. In this environment, it is more important than ever that employers’ perspectives are reflected in national manpower and workforce discussions.
7 SNEF will continue to work closely with all employers, the Government and the Labour Movement to develop balanced and practical solutions that strengthen business competitiveness, support workforce resilience and help employers build productive and progressive workplaces. Together with the Council, I look forward to advancing employers’ interests and helping businesses, big and small, move forward with confidence.”
8 The new Council will build on SNEF’s efforts over the past years in strengthening its voice in policy discussions, growing our membership base to more than 4,000 companies employing around 900,000 workers across 16 industry sectors, and enhancing our services to employers in the area of workplace and workforce advisory and consultancy. For example, SNEF established the Advisory, Resource and Consultancy Centre (ARCC) last year and substantively increased the scale and depth of engagement with our members to ensure that their feedback and concerns were taken into consideration in policy formulations.
Appreciation for Immediate Past President and Council members
9 SNEF expresses its appreciation to Council members who have completed their term of service for their contributions to advancing employers’ interests and strengthening tripartism. They are:
i. Deputy Honorary Treasurer Mr Adrian Lim
ii. Council Member Mr Rene Piil Pedersen
iii. Council Member Mr Brian Riady
10 SNEF also expresses its deep appreciation to Immediate Past President Tan Hee Teck for his leadership and service. Mr Tan joined the SNEF Council in 2009. He served as the Honorary Treasurer from September 2014 to September 2022, before becoming Vice-President from September 2022 until he was elected as President in July 2024. Over his 17 years on the Council, Mr Tan represented SNEF on the National Wages Council, Tripartite Jobs Council, Singapore Economic Resilience Taskforce and CPF Board. Under his leadership, SNEF has seen strong growth in membership and also completed a comprehensive review of its constitution to strengthen corporate governance and operational flexibility, which members approved in September 2025.
11 Mr Tan Hee Teck said: “It has been a privilege to serve alongside my fellow Council members over the years. During this time, employers have navigated significant change, from economic uncertainty and workforce transformation to rapid technological advances and evolving workplace expectations.
12 Throughout these developments, SNEF has remained committed to representing employers’ interests, bringing business realities into national discussions, and working closely with our tripartite partners to develop practical solutions that support both business competitiveness and workforce resilience.
13 I am grateful for the support of our members, Council members and tripartite partners, and I am confident that the new Council will continue building on this foundation as SNEF advances the interests of employers in an increasingly complex environment.”
14 Mr Kuah said: “On behalf of the new Council, I would like to thank Hee Teck for his leadership and contributions to SNEF over the years. We will build on the strong foundation established under his leadership as we continue to champion employers’ interests, strengthen tripartite cooperation and support businesses in a rapidly changing environment.”
