The Council of the Singapore National Employers Federation (SNEF) wishes to announce the appointment of Mr Hao Shuo as its Chief Executive Officer with effect from 1 Dec 2024. He succeeds Mr Sim Gim Guan who will be retiring.

2            Mr Hao is currently the Divisional Director for Manpower Planning and Policy in the Ministry of Manpower (MOM). He has spent about 15 years in the public service, covering a wide range of policy issues such as intellectual property, employment practices and workforce development. In his current role, Mr Hao oversees workforce planning, labour market policies, foreign workforce policies and HR sector development. Prior to his current role, Mr Hao was the Director for Operations Policy and Planning in the Labour Relations and Workplaces Division of MOM.

3            “Hao Shuo brings to SNEF critical skills and experience from his stint at MOM. He is no stranger to the tripartite circle and has worked closely with NTUC and SNEF on many issues such as tackling employment disputes, review of the Employment Act and managing employment issues during the COVID-19 pandemic. The Council and I look forward to his contributions to further strengthen SNEF as an organisation and to tripartism which is a key competitive advantage for Singapore.”, said Mr Tan Hee Teck, President of SNEF.

4            Mr Tan also thanked Mr Sim for his contributions to SNEF, “Gim Guan came into the SNEF leadership role just as Singapore exited the Circuit Breaker in 2020. Over the past 4 years, Gim Guan has made significant contributions to strengthening our system of tripartism, providing balanced, practical perspectives in policy areas such as the National Wages Council proceedings, PME Taskforce with NTUC, the development of the workplace fairness legislation and the platform worker bill that has just been passed in Parliament.

He is known in the tripartite circle for being collaborative, progressive and principled. The Council and I would like to thank Gim Guan for his years of service to SNEF and tripartism. We wish him all the best in retirement.”
