Support for Job Redesign under Productivity Solutions Grant


Support for Job Redesign under Productivity Solutions Grant (PSG-JR) encourages enterprises to work with pre-approved JR consultants to redesign work processes, tasks and responsibilities. Job Redesign (JR) can support business transformation and help make jobs more productive and attractive for employees, helping enterprises to hire and retain good workers to support the business.

How it works

Enterprises can apply for PSG-JR through the Business Grants Portal (BGP).

Eligible enterprises can work with pre-approved JR consultants to embark on PSG-JR projects (list of consultants to be released in Q4 2020). The expected outcomes of the PSG-JR project include:

•  Redesigned work processes and incorporate value-adding tasks/skills to support business and workforce transformation
•  Increase in job value and/or job size, as measured by the National Job Evaluation (JE) Tool[1]
•  Improvement in Business and Worker Outcomes, including scope for sectoral scalability. These outcomes could include:

    o   Worker’s job value increased and/or job size enlarged*
    o   Improved job attractiveness to the local workforce*
    o   Improved wage outcomes of workers
    o   Jobs have been redesigned to better support business transformation in the organisation
    o   Non value-added tasks have been eliminated and replaced with higher value-add jobs
    o   Workers have been up-skilled or multi-skilled in tandem with enhanced nature of job tasks
    o   Improvement in productivity and reduced operating or manpower costs
    o   Workers’ capabilities have been enhanced for career development and opportunities are created for better career pathways
    o   Increased job satisfaction with facilitation of talent attraction and retention

*At least one of the two outcomes with the asterisk (*) should be achieved.

Participating enterprises will receive the following for approved projects:

• Up to 70% funding, capped at $30,000 per enterprise
• Participating enterprises have up to one year from the date of Letter of Offer to complete their PSG-JR project

On top of the above funding support for PSG-JR, eligible enterprises can also tap on the SkillsFuture Enterprise Credit (SFEC) to defray out-of-pocket (OOP) expenses. Eligible companies will receive a one-off $10,000 credit per firm to cover up to 90% of OOP expenses of pre-approved programmes.

[1]The National Job Evaluation (JE) tool seeks to quantitatively measure change in job value and/or size through a benchmark that will be developed to assess PSG-JR projects. This will be a key deliverable that pre-approved Job Redesign (JR) consultants should achieve as part of the projects that are approved from 1 December 2021 onwards.

Eligibility Criteria

Participating enterprises must fulfil the following criteria in order to qualify:

• Registered or incorporated and operating in Singapore;
• Must have at least three local employees [1]at the point of application; and

In addition to the criteria above, applicant must not have:

   o   Made any payment to a supplier, vendor, consultant or third party in relation to the engagement of consultancy service
   o   Signed or confirmed any contract or purchase order with a supplier, vendor, consultant or third party in relation to the engagement of consultancy service

All applications will be evaluated on a case-by-case basis.

Note: PSG-JR will open for applications in the second half of 2020.
