The Singapore National Employers Federation is a trade union with over 3,400 corporate members. Our mission is to advance tripartism and a flexible labour market to enable companies to implement responsible employment practices even as industries transform.

A. DIRECTOR, JOBS-SKILLS INTEGRATOR FOR RETAIL (JSIT-R)
Responsibilities
- Ensure timely, accurate target reports to SNEF Management and Partner, WSG
- Group target attainment for the JSIT-R programme. To ensure team lead members achieve group target for the next 3 years
- Design marketing programmes and external partner alliances programmes with the team to achieve targets
- Management meetings with partners and other government agencies
- Work with the WSG department for alignment and assistance for the JSIT-R
- Work with other departments for synergy as ONE SNEF
Qualifications
- At least 8 years of relevant working experience and some project management experience
- Well-versed in MS Office
- Able to plan, organise and take initiative to meet job objectives and deadlines with team
- Strong verbal and written communication skills
- Strong People Management Skills
- Strong business development and business acumen
B. DEPUTY DIRECTOR / DIRECTOR FOR HR & ADMIN
Responsibilities
- Responsible for the full spectrum of Human Resource
- Onboarding new hire and conduct induction program
- Develop, implement and review all HR policies and processes, ensuring compliance with employment related laws, regulations and corporate policies
- Maintain continuous employee engagement and employee relationship
- Have good understanding of the business units, partner with business units to formulate and implement policies to deliver on its strategic objectives
- Coordinate with business units on forecasting future hiring and operational needs, analyzing and streamlining processes and recommend changes to improve operational efficiency
- Responsible for annual business plan budgeting for employees’ cost and expenses.
- Involves in payroll, compensation and staff benefits, and talent acquisition and performance management
- Develop and provide training and career development programs, conducting annual training and development needs assessment
- Assess company developmental needs to drive training initiatives and identifies /arrange
Qualifications
- Degree in Human Resource, Business Management or equivalent
- Minimum 5 years of recent and relevant work experience

C. ASSISTANT DIRECTOR, CENTRE FOR WORKPLACE DEVELOPMENT (AD/CWD)
Job Overview
The AD/CWD reports to the Senior Director of the Centre for Workplace Development (SD/CWD) and is part of the CWD leadership team which ensures that Workplace Grants and Programmes undertaken by CWD are effectively delivered.
Responsibilities
- AD/CWD is a people manager role thus will be expected to exercise leadership and performance management
- Assists the SD/CWD to ensure that CWD delivers its commitments/Key Performance Indicators (KPIs) within budget and in a timely manner
- Provides guidance and coaches junior team members in their work deliverables
- Engages internal and external stakeholders to identify emerging workplace issues/challenges; and proposes solutions and interventions
- Able to comprehensively complete a government tender document including budgeting and risk assessment (if needed)
Qualifications
- A recognized Degree holder
- Familiarity with workplace grants, programmes and tripartite initiatives be an advantage
- At least 5 years of relevant working experience in a people manager role
- Able to work independently and collaboratively

D. CONSULTANT / SENIOR CONSULTANT FOR INDUSTRIAL & WORKPLACE RELATIONS (IWR)
Responsibilities
- Deliver advisory and consultancy to SNEF Members on human resource and industrial relations matters based on prevailing employment laws, tripartite guidelines and responsible practices
- Facilitate and lead discussions, workshops, and seminars on human resource and industrial relations matters
- Manage stakeholder expectations and relationships through effective communication, negotiation and resolution
- Collect and synthesize requisite information for analysis of human resource, industrial relations and business issues for national and/or sectoral level discussions
- Implement human resource and/or industrial relations projects in accordance with agreed project plan and deliverables. Monitor and control the process to ensure timely and satisfactory closure
- Optimise efficiency and effectiveness in service delivery, while keeping compliance with prevailing standard operating procedures e.g. documentation trail, personal data protection
Qualifications
- Minimum 5 years of recent and relevant work experience
- Knowledge in Labour Management Relations, Conduct and Behavioural Management, Employee Communications, Relationship, and Engagement Management, Human Resource Policies and Legislation Framework Management, Learning Experience Delivery and Group Dynamics Facilitation, Compensation and Benefits Management, Performance Management, Business and Financial Acumen

E. MANAGER / SENIOR MANAGER FOR INDUSTRIAL AND WORKPLACE RELATIONS (IWR)
Responsibilities
- Handle phone/video calls, emails and meeting with SNEF Members and/or Tripartite Partners professionally
- Advise SNEF Members on issues of immediate level of difficulty
- Collect and synthesize requisite data for analysis of human resource, industrial relations and business issues for management reporting
- Plan, organise and execute the division’s events, including pre and post event activities
- Integrate new technology and/or new compliance requirements to optimise and safeguard the IWR Team’s operations and service delivery
Qualifications
- Working knowledge of Singapore Employment laws, tripartite guidelines and compliant practices
- All the critical core skills under Skills Future Singapore Framework
- Thinking critically – with emphasis on sense making and transdisciplinary thinking
- Interacting with others – with emphasis on communication and collaboration

F. MANAGER / ASSISTANT DIRECTOR FOR STRATEGIC POLICY DEVELOPMENT UNIT (SPDU)
The Strategic Policy Development Unit (SPDU) drives and coordinates SNEF’s work in developing and promoting progressive workplace practices, to enhance labour market flexibility and advance tripartism.
SPDU studies and develops labour policies covering a wide spectrum of issues to address the evolving needs of employers and tripartite partners, with the aim of building a resilient workforce and an inclusive workplace.
Responsibilities
- Study and analyse strategic labour policies or recommendations to address issues faced by employers or specific groups of employees in the labour market identified through the research or forecast of labour trends
- Monitor and interpret global and local trends, as well as socioeconomic data of the labour markets, with a view of creating novel upstream policy solutions through HR policies, which include (not limited) to these topics:-
– the changing nature of employment relationships,
– the development of self-employed work,
– union matters,
– employee relations issues,
– income inequality,
– workforce diversity,
– workplace discrimination, and
– fair employment practices.
- Study and develop models to project and explain future national manpower scenarios, intelligence, and other driving forces and critical uncertainties shaping Singapore’s economic and manpower environment through partnerships with academic institutions, tripartite partners and government agencies
- Design and conduct research and analysis to evaluate and forecast employers’ position on identified labour guidelines and regulations
- Adopt methodologies to enhance policy development and stakeholders’ engagement. This includes, but is not limited to: i Planning, coordinating and delivering a wide range of economic analysis to support labour and manpower policy development
ii Applying quantitative and qualitative methodologies to address complex manpower issues while conveying findings in accessible, visual forms to engage internal and external stakeholders effectively
- Collaborate with tripartite partners monitor, review and evaluate developments in the labour market
G. MANAGER FOR CUSTOMER/PARTNER ENGAGEMENT (JSIT-RETAIL)
Responsibilities
Advisory, Engagement, & Adoption of Programmes

- Promote JSIT-RETAIL through one-to-one engagement with companies and working with partners, mass outreach events, and active follow-up on leads

Programme administration
- Assist with the administration of JSIT-Retail in accordance with established SOPs
- Process applications and claims on JSIT-Retail from partners and customers
Qualifications
- Min Diploma/Degree in Business/Business Administration/Marketing/Marcom or related disciplines

H. SENIOR EXECUTIVE / ASSISTANT MANAGER / MANAGER FOR SNEF (PSG-JR TEAM)

I. EXECUTIVE / ASSISTANT MANAGER FOR CORPORATE LEARNING CENTRE (PUBLIC RUN)
Responsibilities
- Planning, coordinating and marketing of training courses to clients
- Pre-course preparation
- Working with trainers
- Managing course enrolments
- Setting up on-site & online training
- Conducting training evaluation and compiling collected data
- Keeping proper training records and assessment results
- Performs other ad-hoc duties as assigned by corporate learning centre
Qualifications
- Diploma holder and above
- Proficient in MS Office, especially Excel, PowerPoint, Outlook and Word
- Good communication and interpersonal skills
- Ability to multi-task, quick to adapt and able to work in a fast pace environment

J. EXECUTIVE / SENIOR EXECUTIVE FOR PLACE-AND-TRAIN PROGRAMMES
Responsibilities
- Market government support programmes to assist employers in the hiring of our local PMETs
- Work includes the promotion, co-ordination and facilitation of grants applications
- Required to work with various government agencies, training providers and industry associations
Qualifications
- Degree in any discipline or diploma with at least 2 – 3 years relevant experience
- Preferably with some experience in the administration of government schemes to HR and CEOs of SMEs
- Preferably with some knowledge of government funding schemes for training
- Able to multi-task, comfortable with administrative work and is meticulous
K. EXECUTIVE / SENIOR EXECUTIVE / ASSISTANT MANAGER FOR CENTRE FOR WORKPLACE DEVELOPMENT
Responsibilities
- Plan, coordinate, promote, and facilitate health activities at various workplace ecosystems
- Liaise with and engage clients, landlords, employers, vendors, and participants
- Keep proper records and compile reports for clients, landlords, and internal stakeholders
- Conceptualise thematic health events/ programmes
- Design simple marketing and outreach materials
Qualifications
- Bachelor’s degree in any discipline or equivalent professional qualification
- Prior experience in event or project management preferred
- Preferably some knowledge in health promotion and good design practices
- Must be able to work outside of office hours occasionally for events (time-off provided)
L. EXECUTIVE FOR PROJECTS FINANCE
Responsibilities
- Verify disbursement form for manual submission and from Grant Portal
- Record and scan vendor invoice to AP Register
- Complete the AP invoice posting in system
- Prepare AP payment and coordinate with bank signatories for payment authorisation
- Prepare AP journal such as bank charges, internal billing & etc
- Liaise with project team for monthly accrual
- Assist in Project Audits
- Any ad-hoc activities as assigned
Qualifications
- Diploma in Accountancy, or equivalent
- Good Knowledge in Microsoft especially Excel
- At least 3 years of relevant working experience
- Able to liaise and work well with colleagues

M. MARKETING EXECUTIVE FOR MEMBER AND CORPORATE RELATIONS (MCR)
Responsibilities
- To market, promote and recruit SNEF membership
- Build good rapport and relations with members through events/training/workshops
- Maintain member’s data in membership system
- Any other duties and projects as assigned by supervisor
Qualifications
- Experience in outreach and marketing
- Experience in stakeholders’ engagement
- Experience in customer service environment
- Resourceful, self-motivated and able to work both independently and as part of a team as well as with different stakeholders
- Proficient in Microsoft Office (ie: Excel, Word, PowerPoint)
- Possesses good organizational skills and great attention to details

- Must be detail-oriented and able to work fast under pressure with minimal supervision

Responsibilities
- Organise outreach activities to promote and assist employers on government grants/programmes
- Process grant applications/claims in a timely manner
- Provide support on the tracking of KPIs and generating of reports
- Assist Manager(s) in the executing of checks and audits, and perform any other ad-hoc tasks
Qualifications
- Polytechnic Diploma / Degree in HR, Business/Business Administration or related disciplines
- Prior experience in administration of grants or government programme will be an advantage
- Meticulous and possess a positive attitude
- Possess an understanding of the key manpower challenges faced by employers in Singapore
